I need help with a capstone paper with the following problem statement:

Title The Army National Guard fails to properly prepare mid-grade enlisted Soldiers for leadership roles due to degraded training and lack of adequate training seats provided by The Army School System (TASS) in the mid-range NCOES Primary Military Education (PME) classes. This failure to plan for proper leadership training of the mid-grade NCOs causes a gap in the knowledge and training of our upcoming leaders, which in turn puts a huge burden on senior NCOs when it comes to span of control.
